BOI assisted in updating the instruction for obtaining e-passes for entrepreneurs and business entities of Bishkek

On May 14, 2020 the Deputy Business Ombudsman Mr. Musuraliev participated in the meeting of the business community with the first vice-mayor of Bishkek Mr. Baketaev. Current issues and challenges that businesses face during the pandemic and state of emergency have been discussed along with the restrictions and requirements for some resuming business activities. The Deputy Business Ombudsman shared BOI recommendations to simplify and streamline the process of issuing e-passes for business entities and entrepreneurs with allowed activities. In particular, the list of possible grounds for rejection in the instruction for e-pass filling included clause #6: Rejection of the review group. This vague criterion was previously used numerous times as a reason for e-pass rejection. In this regard, it was proposed to remove the above clause from the procedure and fling instruction. As a result of the bilateral consultations between the Business Ombudsman Institute and Bishkek City Municipality, the e-pass instruction has been amended: clause #6 was eliminated, and the instruction has been updated with the detailed possible grounds for refusal by the State Tax Service under the Government of the Kyrgyz Republic to issue a permit.
