Business-ombudsman's statement regarding the procedure of passing checkpoints for business during the state of emergency

The Business-ombudsman made a statement on the occasion of the state of emergency to the Government of the Kyrgyz Republic and the Republican headquarters on COVID-19 “In the state of an emergency situation, to protect the health and life of the citizens of the Kyrgyz Republic, in order to fully and timely provide them with the essential goods and services: food, medicines, fuel, and other, it is recommended to simplify the procedure of passing the checkpoints for commodities, and also to simplify the procedure for employees of commercial companies, accompanying and supplying the above products and services. The Business Ombudsman Institute recommends to the Government of the Kyrgyz Republic to consider changing the procedure of issuing permits for entrepreneurs in the commandant's offices with delegating above function to the heads of commercial organizations. Heads of the commercial organizations can have the authority to issue the necessary documents for passing checkpoints: completed and signed travel documents, and a certificate from the workplace to an accompanying employee. This measure will help to avoid crowds of people at the commandant's offices, reduce the risk of infection with the COVID-19 virus. The measure will also simplify and speed up the work of commercial companies to avoid a shortage of essential goods and supplies. At the same time, we draw attention to the importance of the responsibility of heads of commercial structures in violation of the current rules of the state of emergency. This measure is proposed as a temporary until the development of procedures that will allow obtaining all permits online”
